Environmental Policy Program (EPP) at IUJ

Environmental Policy Program (EPP) which is offered by the Graduate School of International Relations (GSIR)  is a non-degree program offered for 6 months from October 2010 through March 2011, and taught entirely in English.

This program is designed to prepare the next generation of leaders in environmental policy and management by providing them with a conceptual framework and practical skills.

The EPP is sponsored by Japan Student Services Organization (JASSO) (http://www.jasso. go.jp/index_ e.html) and the participants in the program will be provided funds from JASSO under its project entitled  “2010/2011: Invitation Project Implemented by JASSO Supporting the Exchange of Undergraduate and Postgraduate students from ASWEAN Member Nations etc. under the Japan-East Asia Network of Exchange for Students & Youths (JENESYS) Programme.”(http://www.jasso. go.jp/scholarshi p/documents/ gaiyou_e22ja. pdf)

The GSIR is inviting applications from students with a bachelor’s degree  and who are currently pursuing graduate studies in a university in one of the following countries: Australia, Brunei, Cambodia, India, Indonesia, Laos, Malaysia, Myanmar, New Zealand, Philippines, Singapore, Thailand, or Vietnam.

Only those students who have the nationalities of any of the following countries will be eligible to apply to be sponsored by JASSO: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Thailand, or Vietnam.

Funds provided by JASSO to each program participant:
Monthly Stipend:      130,000 yen/month
Relocation Allowance: 260,000 yen for a round trip transportation
Field trip in Japan:  up to 100,000 yen (when need arise).

Only up to 14 students will be admitted to the EPP with the JASSO scholarship.

Les bourses de l’Ambassade de France

Cette notice doit vous permettre de mieux comprendre le périmètre de l’appel à candidatures et de bien remplir votre dossier de demande de bourse. Lisez-la attentivement avant d’entamer vos démarches.

  1. 1. Les bourses de l’Ambassade de France

Deux types de bourses sont attribués par l’Ambassade de France au Cambodge :

-          Les bourses de Master ou équivalent (diplôme de grande école ou d’école d’application), de 9 à 24 mois suivant la durée de la scolarité.

-          Les bourses de Doctorat, de 3 à 27 mois, qui peuvent s’étendre jusqu’à 3 ans sous la forme de trois séjours dont la durée dépend des besoins de la recherche.

Dans la majorité des cas, l’Ambassade prend en charge :

-          une allocation d’entretien dont le montant dépend du niveau d’études,

-          un voyage aller-retour,

-          l’exonération des frais d’inscription,

-          la couverture sociale,

Le statut d’étudiant boursier du gouvernement français est accordé, facilitant l’accès aux logements universitaires publics.

Pour chacune des bourses, trois catégories existent ; chacune d’elles correspondant à un montant d’indemnité :

-          bourse de couverture sociale : elle couvre uniquement les frais d’inscription et de sécurité sociale lors du séjour en France, aucune indemnité n’est versée à l’étudiant.

-          bourse à taux réduit : l’indemnité mensuelle perçue est partielle, environ 300 € en Master 1 et 460 € en Master 2 et Doctorat.

-          bourse à taux plein : l’indemnité mensuelle perçue est maximale, environ 600 € en Master 1 et 767 € en Master 2 et Doctorat.

La bourse de couverture sociale et celle à taux réduit ne permettent pas, à elles seules, de couvrir les coûts du séjour en France. Il est donc nécessaire de disposer de ressources complémentaires (famille ou bourse autre). Cet apport est à préciser sur le formulaire.

  1. 2. L’éligibilité

Avant de remplir le dossier, le candidat doit vérifier qu’il répond aux critères d’éligibilité du programme de bourses de l’Ambassade.

a)      Etre de nationalité cambodgienne, issu d’une école ou d’une université cambodgienne ;

b)      Etre détenteur d’un diplôme cambodgien de niveau licence au moment du départ ;

c)      Justifier d’une très bonne connaissance et pratique du français (diplôme officiel à fournir : niveau DELF B2 ou diplôme décerné par un établissement supérieur français) ;

d)     Avoir un projet d’études de niveau Master et Doctorat ou équivalent ;

e)      Avoir entamé les démarches de demande d’inscription et d’équivalence auprès de la formation et de l’établissement choisi *.

f)       Etre candidat dans un des domaines prioritaires de la coopération : sciences de l’ingénieur, sciences fondamentales, agronomie, santé, droit, sciences économiques et management public, disciplines éducatives, linguistiques et littéraires, journalisme, tourisme, patrimoine, actions culturelles et audiovisuelles ;

g)      Avoir un projet professionnel au Cambodge ;

h)      Pour un fonctionnaire : avoir l’accord de sa hiérarchie.

* Le critère e) implique que des démarches de pré-inscription et de demande d’équivalence, si nécessaires, ont été entreprises. Le dossier de bourse ne correspond pas à un dossier d’inscription universitaire. Chaque candidat doit suivre deux démarches distinctes : d’une part, l’inscription administrative et pédagogique dans l’établissement d’enseignement supérieur et, d’autre part, la demande de bourse auprès de l’Ambassade.

Pour la démarche d’inscription, deux cas de figure se présentent :

-          Le candidat bénéficie d’un diplôme français et/ou d’un accord de coopération entre son établissement cambodgien et l’établissement français d’accueil. Dans ces conditions, l’inscription en France est grandement facilitée.

-          Il n’y a pas d’accord de coopération universitaire, auquel cas une inscription individuelle dans la formation choisie est à solliciter. Dans la majorité des cas, il faut formuler à l’établissement une demande de pré-inscription administrative et une demande d’équivalence de diplôme. Se renseigner précisément sur les conditions d’inscription des étudiants étrangers dans la formation retenue. Cette démarche est distincte de la demande de bourse.

Indiquer sur le dossier le premier choix. Cependant, afin d’augmenter les chances d’acceptation par un établissement, il est possible de faire une demande d’inscription auprès de plusieurs écoles ou universités.

De manière facultative, une ou deux (maximum) lettres de recommandation (professeur, employeur) peuvent être jointes.

* Deux cas se présentent :

-          Si le candidat dispose d’un diplôme français ou s’il existe un accord de coopération entre son établissement cambodgien et l’établissement français d’accueil, une attestation de l’établissement cambodgien doit être jointe.

-          Sinon, une demande d’inscription individuelle et d’équivalence dans la formation choisie sera fournie. Par conséquent, il est nécessaire de joindre les attestations et/ou les éléments montrant que les démarches sont abouties ou en cours. La pré-inscription n’est pas demandée de manière obligatoire, car elle n’est pas nécessaire dans tous les cas.

** En l’absence d’un accord de coopération universitaire, vérifier auprès de la formation quelles sont ses propres exigences de niveau de français ; ces exigences peuvent être plus sévères que celles de l’Ambassade.

  1. 5. Le dépôt du dossier

Le formulaire et les pièces du dossier devront être remis sous enveloppe, sur laquelle seront mentionnés les nom et prénom du candidat et le domaine de la candidature.

Le dépôt des dossiers devra se faire auprès de Mlle Mirana Randriananja, au Service de Coopération d’Action Culturelle de l’Ambassade de France au Cambodge, du lundi au vendredi de 8h30 à 12h et de 15h à 18h, sur rendez-vous uniquement.

  1. 6. L’évaluation des dossiers et l’attribution des bourses

Après évaluation des dossiers, la sélection des boursiers relèvera d’un jury composé de spécialistes, généralistes et sectoriels, relevant d’institutions françaises, requis pour leurs connaissances et expériences des domaines et disciplines concernés. Celui-ci, présidé par le Conseiller de Coopération et d’Action Culturelle, se réunira au mois de mai 2010.

Les résultats seront publiés au cours du mois de juin 2010 sur le site internet www.francecambodge.org.

L’attribution définitive sera subordonnée à la réussite aux examens de fin d’année (obtention de la licence) et à l’acceptation de l’établissement d’accueil.

This PhD position is created within the interdisciplinary research program entitled:
”Competing Hegemonies. Foreign-dominated processes of development in Cambodia” and is funded by the Netherlands Organization for Scientific Research. The candidate will act as a team member of the Cambodia Research Group: www.cambodiaresearch.org.

The PhD project:
Title: The South Korean Investment boom: an opportunity for Cambodian entrepreneurship?
Description: This project is an exploration into the benefits, opportunities and/or threats of foreign investments for the emergence of an embedded economy in Cambodia. These
investments are integral part of a total package of agreements between the Cambodian and South Korean governments including trade deals, waiving of visa requirements and Korean aid and loans. The South Koreans invest in Cambodia in search for markets and cheap labor and their investment patterns represent an embedded approach generating opportunities for local businesses.

Methodology: This project will provide an assessment of South Korean investments in the building sector, in particular with regard to the effects on local business development. This project envisions an in-depth case study of Camko City, a US$2 billion real estate project led by a conglomerate of South Korean companies, representing the single largest investment in Cambodia’s history established with full government support.

Job description:
The candidate is required to:
Develop and implement the research project as outlined above.
Produce a doctoral dissertation within four years of his/her appointment.
Make an innovative contribution to the research program ”Competing Hegemonies. Foreign-dominated processes of development in Cambodia”.

Requirements:
1. The candidate has a master degree, preferably in economic science or social sciences
(development sociology, development studies, anthropology, political science).
2. The candidate has knowledge of and/or affinity with the theme of foreign investments and entrepreneurship.
3. The candidate is familiar with economic and social research methods.
4. The candidate has a sound knowledge of the modern history of Cambodia.
5. The candidate is a citizen of the Kingdom of Cambodia.
6. The candidate has an excellent active and passive command of both the Khmer
language (mother tongue) and the English language (TOEFL 550).
7. The candidate preferably has some proficiency in the Korean language.
We offer a full-time position for four years (starting date: April 1, 2010). The Netherlands Organization for Scientific Research (Dutch acronym: NWO) pays a monthly allowance (1,000 euros while the researcher is in Cambodia, 1,500 euros while in the Netherlands) and, additionally, reimburses travel and research costs (within strict parameters).
The candidate will be located at one of the partner universities in Phnom Penh and will be a visiting researcher to VU University Amsterdam in the Netherlands for 27 months
within this four-year appointment. The candidate – upon successfully finalizing and defending the dissertation – will receive a doctorate in the economic science from VU University Amsterdam.

DAAD Master’s Scholarships for Nationals of Cambodia for August 2010

ait-logoFor the August 2010 intake, the DAAD is going to offer up to eight scholarships for applicants from CLMV countries to pursue a Master’s degree at the AIT. The scholarship award covers tuition and other academic fees, and living allowances for a 22-month program. The scholarships value is THB 937,800 per scholarship holder, divided in THB 480,400 for the first year of studies (12 months) and THB 457,400 for the second and last year (10 months). Application deadline is 31 March 2010.

The Deutscher Akademischer Austausch Dienst – German Academic Exchange Service (DAAD) and the Asian Institute of Technology ( AIT ) have agreed to strengthen national and institutional capacity of DAAD priority countries, namely Cambodia , Lao PDR , Myanmar and Vietnam through the offering of the DAAD- AIT Scholarships .

DAAD is one of the world’s largest and most respected intermediary organizations in its field. Scores of students, teachers, researchers and scientists supported by DAAD have been able to gain valuable experience abroad. DAAD supports and promotes all areas relating to science, research, language, teaching and others.

The Asian Institute of Technology , on the other hand, is an international post graduate institute founded in 1959, and is Asia’s pioneer institution established to help meet the region’s growing needs for advanced learning in engineering, science, technology and management, research and capacity building. AIT ‘s mission is to develop highly qualified and committed professionals who will play a leading role in the sustainable development of the region and its integration into the global economy. AIT is based in Thailand and has affiliated centers in the region.

APPLICATION PROCESS, CRITERIA AND SELECTION FOR DAAD SCHOLARSHIP

To qualify, applicants must:

1) Be a bonafide national of Cambodia , Lao PDR , Myanmar or Vietnam .
2) Applicants should be not more than 28 years of age when applying.
3) They are requested to hold a Bachelor degree with a minimum GPA of 3.00/4.00 (or equivalent).
4) Additionally a TOEFL of at least 550 (paper based) or 213 (computer based) or IELTS of at least 6.0 is mandatory. DAAD does not accept institutional TOEFL reports.
5) Prospective applicants will apply directly to AIT .
6) In addition to AIT ‘s application package, the applicant is to submit a CV (typed, 2 pages at most) and a letter of motivation for the master’s study.

Notes:
1) AIT shall forward the eligible application dossiers (pre-selected according to DAAD/ AIT requirements) to DAAD along with a list of applicants ranked according to AIT criteria by May 2010.
2) The final decision will be taken by DAAD screening committee. The successful candidates will receive an official DAAD Letter of Award as soon as all formal requirements for admission and enrollment at AIT have been met.

The Erasmus Mundus Joint Doctorate in Interactive and Cognitive Environments offers a complete panorama of the aspects that characterize the target professional figure:

  • Assistive Technologies for Health and Autonomous Living. This curriculum covers research and development of technologies for improving autonomy and independence of individuals, taking into account the needs of end users and their guardians. The professionals trained by this specialization will be prepared to introduce technologies that can assist people with disability or illness in their daily activities, developing a high capacity for analysis in order to understand not only technical-scientific but also socio-psychological aspects of their business;
  • Network Embedded System. This specialization deals with various technological issues concerning embedded systems and networks of the future, which represent a very important basis for the development of many intelligent and pervasive applications. From a scientific-technical point of view, the course provides insights on topics such as simulations of networks, design of processors and embedded systems, communication networks and smart sensors;
  • People Inspired Technologies. This specialization offers research and study applications in advanced methodologies and tools related to artificial intelligence, machine learning, simulation environments, HCI, psychology and safety. The program takes its inspiration from the need to integrate areas such as social sciences and humanities with information and communication technologies through a cross-disciplinary approach that is able to provide the students with a broad vision in the ICT domain;
  • Designed Intelligence. The goal of a competency-centred curriculum such as Designed Intelligence is to facilitate and promote student learning. This is accomplished by creating an environment in which students are engaged in authentic learning activities and roles. Authentic in this context means derived from or similar to tasks and roles in the professional practice of designing. Performing these tasks and roles is not an end in itself. It is intended to generate a meaningful learning experience: learning to determine what to perform, how to achieve this performance and why to achieve this. The ‘how’ refers to competencies to be developed and the ‘why’ to the ultimate goals of all the generated learning experiences: integration into the overall competency of designing, growth as a designer, identity building and life-long learning;
  • Multi-sensor Surveillance. Main activities related to this track will be related to the development of specific techniques for detecting, localizing and tracking multiple objects in cluttered scenes as well as study of novel algorithms for robust scene understanding using mobile and ptz cameras. Moreover, concerning the context of Data-Fusion, study and development of techniques and architectures will be part of students’ research activities, for instance, focusing on Graphical Models (Bayesian Networks, Multilevel Markov Random Fields, DEKFs). In particular, during their experience students will be able to acquire skills and knowledge which will reinforce their professional capabilities in a range of heterogeneous fields as sensor calibration techniques, scene modeling, process synchronization techniques, application dependent databases, system integration, remote information communication and methods for performance evaluation of surveillance systems.

The ten grants will be covered by the European Commission funds and
students will be enrolled under a three year employment contract leading
to the acknowledgement of a joint or a double PhD title recognized by
ICE partner universities which are: Università degli Studi di Genova
(UNIGE), Technische Universiteit Eindhoven (TUE), Universitat
Politecnica de Catalunya (UPC), Universitaet Klagenfurt (UNIKLU), Queen
Mary University of London
(QMUL).

The total gross amount of the grant is 43,300 * per year including
tuition fees (7200  * x year).

An additional global lump sum  of 7500 * is provided to Cat.A (e.g.not
EU) students for travel subsistence.

2010 BATCH OF UNFPA SPECIAL YOUTH PROGRAMME FELLOWSHIPS

UNFPA will recruit six young people to be Special Youth Fellows from 1
April to the 31 December 2010.

The Special Youth Programme fellowship consists of an initial 4.5
months fellowship at UNFPA Headquarters, New York, followed by a
continued fellowship of another 4.5 months in the UNFPA Office in the
country of the fellow.

Objective:

This programme is designed to give young people from developing
countries opportunities to engage in policy development and
programming; to help build the capacity of young people; and to
sensitize both young people and UNFPA staff on partnering to address
adolescent and youth issues.

During the course of the programme, fellows will:
- Attend and participate in UNFPA and UN events and meetings as appropriate.
- Undertake research and writing assignments.
- Contribute to ongoing projects and programmes.
- Organize a final presentation to UNFPA HQ staff on their projects
and fellowships in Headquarters.
- Interact with the New York local youth community on at least one occasion.
- Develop a relationship with the Regional and Country Office and
provide updates on their activities during the HQ fellowship and
provide updates to HQ during fellowship at Regional or Country Office.

All selected candidates will be provided:
- Cost of return travel from country of origin.
- Assistance with travel documents and visa requirements.
- Health insurance
- Housing arrangements
- Subsistence allowance (for meals and other basic needs)
- A workstation and internet access.
- Opportunities to be mentored by UNFPA staff on issues of interest.
- Administrative assistance as required.

Qualifications and Experience

Criteria:

Candidates must have some programme experience in areas of UNFPA’s
mandate. These areas include: young people’s sexual and reproductive
health, reproductive rights, humanitarian response, population,
gender, culture, human rights, HIV prevention, poverty reduction, and
sustainable livelihoods.

Eligibility:

- Aged between 20-24 years old. Applicants born before 1 January 1987
will not be considered. No exceptions.
- Residence and nationality of a developing country. Applicants from
developed countries will not be considered for this programme, but are
invited to apply for UNFPA’s regular internship programme.
- Established interest and dedication to development issues through
previous experiences or affiliation with a youth network or NGO
working on development issues.
- Basic leadership and advocacy skills
- Basic understanding of issues of importance to UNFPA and what the
organization stands for.
- English language skills (written and oral)
- Commitment to return to home country to undertake follow up work
with young people.

The department wants as good applicants as possible, hence there are
no restrictions on the research topic, as long as the candidate works
within one of the department’s research areas, cf. the department’s

Applicants must have a Master degree in computer science, informatics,
software engineering, information systems or similar is required. The
PhD fellow is expected to participate in the professional community
within the relevant areas of IDI. Applicants must contact a preferred
supervisor at the department (professor or associate professor,
specific persons can be found by clicking the research groups that
seem most appropriate on the web page mentioned above), and in
collaboration with the preferred supervisor make a project description
of 2000-3000 words to follow the application. The project description
is to document theoretical and methodological knowledge about the
research area together with a sketch of important research
problems. The evaluation of applicants will be based on their
education, job experience, possibly other relevant experience and

ASEAN Foundation – MAIDS Scholarship Program 2009-2010

The ASEAN Foundation (AF) will grant 2 full scholarships for those interested to pursue a Master of Arts program in International Development Studies (MAIDS) at the Chulalongkorn University in Bangkok, Thailand for academic year 2009-2010 under the AF-MAIDS Scholarship Program.

This year, one scholarship has been reserved for a Thai national while the second will be granted to a bonafide national from one of the following CLMV countries: Laos, Cambodia, Vietnam and Myanmar. PhD Scholarship at the University of Auckland, New Zealand

The project “Algebra for User Interface Customization” at the Department
of Computer Science of the University of Auckland (http://www.auckland.ac.nz/) is looking for a PhD candidate. A full scholarship of 25,000 NZD per year over three years, plus tuition fees, is available for this project, to be awarded to a suitable candidate. The project is supported by the RSNZ Marsden Fund.

We are looking for a candidate that has
- very good programming skills: new user interaction techniques for the
construction of GUIs have to be implemented;
- theory skills: the interaction techniques are based on mathematical
specifications;
- knowledge about empirical evaluations: the interaction techniques will be
evaluated for their usability.
A candidate for a PhD is preferred, but candidates for a MSc will also be
considered.
