Description:
Oxfam International has been present in Cambodia for more than 25 years and this activity will be jointly implemented by Oxfam Australia and Oxfam Great Britain. Both affiliates have long-term integrated community development and disaster management programs in poor remote rural villages in the project area encouraging a community-driven, holistic approach to development. Programs integrate work on agriculture, animal health and production, gender, community capacity building, fishery, small scale irrigation scheme, infrastructure, disaster risk reduction, primary health care, and water, sanitation and hygiene (WASH).
The programs deliver WASH services using PHAST as the main hygiene improvement methodology, the rehabilitation of existing water and sanitation infrastructure and the construction of new affordable and disaster-proof WASH technologies. Oxfam uses a gender sensitive WASH approach and has started to fully integrate its WASH work with work on gender. Based on its success in the current program Oxfam plans a WASH intervention in 70 new villages and this post will be part of a technical team appointed to work with and alongside the development team.
The Assistant Project Managers will manage the WASH activities within the integrated development program being implemented at provincial level. S/he will be part of a technical team recruited for this program to strengthen the WASH technical skills and capacities of Oxfam’s teams, partner NGOs, district and provincial government staff and participating communities. S/he will ensure effective monitoring, evaluation and learning at her/his level and that this is consolidated into national and international level reporting and learning.

Location:
2 with Oxfam Australia (Takeo and Kratie), 1 with Oxfam Great Britain (Kratie), with travels to target villages and Phnom Penh.
Schedule:
Fixed Term Appointment (12 months, with possibility of extension)
Duties: Deliver WASH project activities as agreed with the WASH Coordinator; Provide specialist advice and specific skills and supervision on WASH activities to Oxfam team members and government/community counterparts; Promote community participation and facilitate community understanding on WASH activities with a particular emphasis on the inclusion of women and addressing their priorities and those of their children; Contribute to the team’s activities in lobbying and advocacy on issues related to WASH; Produce clear and quality reports (financial and narrative) as required by WASH Coordinator that demonstrate strong accountability, and demonstrate how change is happening; Assist the OI WASH Coordinator and PM in preparing financial document and update the monthly expenditure of WASH project compare to budget plan; Ensure personal development of all staff/counterparts through learning and development. Supervise counterparts in implementing the WASH project activities;

Contribute to the implementation and compliance of health, safety and security policies and frameworks; and ensure the security and safety of others and Oxfam property. As requested by the WASH Coordinator, liaise and work in partnership with appropriate level of provincial, local authorities, the community, UN agencies and other NGOs for WASH project purposes. Use clear and innovative thinking to solve problems within delegation and ensures supervisors are made aware of any risks.
Requirements: A degree in water/sanitation engineering, public health or a related area is essential; Significant experience of Program Management in water/ sanitation, public health, community development; preferably with a non-governmental organization; Experience of working with communities and of promoting gender sensitive programming; Experience of managing relationships with institutional donors; Commitment to the aims and objectives of Oxfam, including the Oxfam Code of Conduct; Good communication skills; Good command of English; High-level of computer literacy/skills.
