Responsibilities
The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) provides technical assistance to the Extraordinary Chambers in the Courts of Cambodia (ECCC). The ECCC is a domestic court supported with international staff, established in accordance with Cambodian law. Under the terms of Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers will bring to trial senior leaders of Democratic Kampuchea and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, that were committed during the period from 17 April 1975 to 6 January 1979. This position is located in the Victims’ Support Section (VSS) of the Office of Administration of the Extraordinary Chambers in the Courts of Cambodia (ECCC). Under the overall supervision of the Coordinator UNAKRT/Deputy Director of Administration and reporting on day-to-day basis to the Chief of the Victims Support Section , the Associate Information Systems Officer will work in close coordination with the ICT Section of the Court. The incumbent will be responsible for the following duties: – Make and evaluate proposals for the establishment and maintenance of a multilingual, Khmer Unicode-compatible database application for the effective registration and data management of complaints and Civil Party applications submitted to the ECCC, with a view to long-term accessibility as part of the ECCC’s data legacy; – As agreed by management, design, develop and implement parameters of such database; – Ensure secure and comprehensive migration of data from the currently-utilized database software (Casemap) to the new database; – Create and develop multilingual user interface so as to meet the requirements set out by the Victims Support Section; – Establish a comprehensive reporting system within the database as defined by VSS; – Ensure data and systems compatibility with database applications utilized in other offices of the ECCC, which is compatible with other applications used by the ECCC; – Develop user-friendly search and filtering system of the database, based on the currently-utilised enabled by CaseMap; – Develop structures of database access rights that differentiate user access criteria according to needs defined by the VSS; – Develop a secured web interface to enable remote access through internet to the database; – Participate in conducting feasibility study, preparing user requirements and other technical specifications. – Participate in conceptual design of the proposed system using Data-flow diagrams and Entity Relationship diagrams. – Undertake analysis of well-defined modules within the system, develop enhancements and new features to existing systems; may design and implement small, stand-alone systems as needed (e.g. to meet individual user requirements). – Undertake rigorous testing and proving of applications software. – Maintain assigned portions of systems, providing operational support for system’s applications, analyzing and implementing system changes/upgrades, etc. – Participate in developing and maintaining Information Systems project plans, schedules, and budgets. Assist in identifying appropriate human and technical resources to complete the project, assists in assuring that deviations from project schedule are addressed and communicated, assists in developing timely project status reports, monitoring project risk factors, escalating project issues, and providing Quality Assurance for all project deliverables. – Write and develop programs to interface with existing systems. – Ensure data security and integrity. – Participate in developing disaster recovery plans. – Prepare, update and maintain system’s documentation and related technical/procedural manuals. – Assist in procurements, including conducting needs assessments and benchmarks, preparing technical specifications and evaluation criteria. – Assist in the set-up and monitoring of software performance measures. – Advise users on the most suitable hardware and software for different tasks; maintain and enhance software. – Draft training materials and conducts training sessions and demonstrations of systems for users. – Participate with senior staff in assessing and testing new technology. – Provide guidance to new/junior staff. – Perform other duties as required.

QUALIFICATIONS
Education
A first-level university degree in computer science, information systems, mathematics, statistics or related field. Successful completion of the MCDBA certification examination or similar certification exams is desirable. Certificate or course in system analysis, design and programming is preferable.

Work Experience

A minimum of two years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area. Work experience with an international tribunal or commission is an asset.
Languages
Fluency in spoken and written English or French; knowledge of second UN language is an advantage. Knowledge of Khmer is an advantage.
Other Skills
Excellent working knowledge of Visual Studio .NET, ASP.NET, ASP AJAX, Crystal Reports, MS SQL Server and ASP is required. Familiarity with Data Modeling concepts, MS Windows Server, and Lotus Notes Server is desirable.
