In this context of rapid development, the Bophana Center is seeking an administrator coordinator, who will be in charge of the operational management of the Center and of the financial and human resources management.
Responsibilities
1. Coordination
- Organize and conduct coordination meetings of the staff in the Archives Department, the Audiovisual Department, the Information Technologists, and those in charge of Cultural Activities;
- Ensure good relations between project partners and the employees of the various departments;
- Participate in discussions led by the Direction and the Administrative Council on the organizational evolution of Bophana Center (flowcharts, inter-departmental relations, development of new projects, etc.)
- Ensure follow-up of external communication with the concerned departments, and of internal communication, together with the administrative assistant.
2. Administrative Management
- Monitor the administrative management of Bophana Center: administrative authorizations, maintenance of the building and its installations, together with the administrative assistant.
3. Financial Management and Accountancy
- Supervise and train the accounting assistant in daily accounting and in the drawing up of the annual accounts;
- Ensure the budgetary management of the various projects together with the administrative assistant: donors and project financial, expenditure by budget monitoring.
- Draw up the annual financial plan and the structural budget together with the Administrative Council.
- Draw up financial reports together with the Directors and those responsible for fundraising: validation of annual accounts, editing of financial reports on various projects, management of possible audits of projects required by the sponsors.
- Supervise the price setting of activities that generate incomes and of services provide by Bophana Center in cooperation with the department heads.
4. Management of local and expatriate personnel
- Supervise the recruiting process: writing of job descriptions and management of the interviewing process with the Administrative Council.
- Supervise the administrative procedures for the expatriate volunteers with the assistant administrator.
- Management of staff (recruiting, periodic evaluation of personnel) together with the department heads.
- Supervise and train accounting assistants and assistant administrator.
Requirement
- 3 years of experience (preferably) in an administrative position in an NGO, or a Master’s degree or equivalent in administrative management.
- Good knowledge of administrative and financial management and accountancy
- Good experience in team management
- French-speaking
- English and Khmer languages are a plus
- Knowledge of accounting software

Conditions of the contract
Position begins: Dec, 2009 (ASAP)
Place: Phnom Penh
Volunteer contract of international solidarity or a Cambodian contract
